Mukhang lahat kami nahirapang makasagot sa tanong mo Bro. Anyway my wild guess is, they are not acronyms but simply letters distributed across the country just like the plate #s to establish reference and control pending the real plate #'s issuance. They are temporary and are easier to implement. 'Just my wild guess Cabalen. Cheers!
