hindi naman siguro. yun pa ring driver ang huli hindi yung owner ng auto like sa taxi, yung driver ang huli hindi operator

Yup, very true ... especially here in Makati where there is no "coding window"

maybe the system must be revised. here in Doha and any country in mid east. if you are apprehended for a traffic violation, they never take the d. license. a ticket is issued and once its not paid(or settled) the car owner will be liable upon renewal of the vehicle's registration. that is also the reason why speed cameras are installed almost everywhere so there will be no "kotong". ang mahal nga lang ng penalties. e.g. illegal parking= 300 riyals x 11 na lang eh di 3300 petot na. ang pinakamalupit...beating the red light==6,000 riyals!!! sakitttt sa bulsa at sa ulo!
and take note...you cannot pay in cash sa mga police stations. it can be paid only using debit cards or credit cards. so no money involved on the process

"During traffic apprehensions, the following can be considered as a valid driver’s license:

    ID Plastic Card
    DLR / Temporary Driver’s License
    TOP (Temporary Operator’s Permit)
    International Driver’s License
    Foreign License"

this is according to the link above. Question: do these TE's know all those kinds of documents??? i doubt it!
