Not just a party list congressman but the congressman of Muntinlupa, Ruffy Biazon. He even had to do something crazy to let his gang of scooters to ply SLEX. I don't know what kind of drugs he is taking or he just lost his sense but he totally forgot that 80% of accidents on normal roads are brought about by motorcycles. having them pass thru high speed highways will just add to the mayhem.
