TMG commander in Central Luzon faces car theft raps

THE COMMANDER of the police Traffic Management Group (TMG) in Central Luzon, already in hot water for allegedly faking his credentials, now faces car theft charges, officials said.

The new accusation against Superintendent Napoleon Cauyan stemmed from the recovery of alleged stolen cars and car parts from his house in Mariveles town, said Superintendent Errol Pan, TMG Director Chief.

"The CIDG [Criminal Investigation and Detection Group] is now preparing charges for violation of the anti-carnapping law," said Deputy Director General Isidro Lapeña, chief of the national police directorial staff.

Tips from TMG operatives in the area and concerned citizens prompted the raid on Cauyan's house Monday afternoon, Pan said. Earlier that day, Cauyan was relieved from his post after a group of civilians accused him of being an "impostor policeman."

Pan said the chassis of a Nissan Urvan and a Mitsubishi Pajero found in Cauyan's possession were allegedly tampered. Another Nissan Sentra sedan in the compound bore no signs that it was stolen, Pan said.

The number on one of two Nissan Sentra engines was also faked, he added.

Some 50 cut-up vehicle parts were also recovered from Cauyan's house, Pan said.

"We are also preparing an administrative case. We asked him to explain why all these things with tampered parts were found in his residence," Pan said.

Meanwhile, Deputy Director General Oscar Calderon, the PNP deputy chief for administration, belied reports that he was protecting Cauyan.

"If the PNP finds him guilty of faking his absorption papers and conducting other illegal activities, I would be recommending his immediate dismissal from the service and the filing of appropriate criminal charges before the proper forum," Calderon said in a statement.
