June 16th, 2006 05:43 PM #1Hi,
In the Ortigas Area, there are a lot of traffic enforcers, MMDA, Barangay Police from Antonio Village and Security Guards (PADPAO ang agency) and Pasig police on one side and Mandaluyong police in another side.
The Security Guards carry guns, handcuffs and TVR. Are security guards authorized to apprehend traffic violators? Why do they carry guns? The Barangay Police do not carry guns. If they are deputized by some agency, shouldn't they be wearing another uniform idenfying that they are deputies of this particular agency? If the Ortigas Center management is the one that order them to keep an orderly traffic flow can they do arrests since they are acting in a private capacity?

June 16th, 2006 05:51 PM #3Mazdamazda,
Thanks for the info. However, shouldn't they be wearing a uniform saying they are MMDA deputies? Also, why do they carry guns? The MMDA Personnel assigned in that area as well as the Barangay Police don't carry guns.

All MMDA personnel do not carry firearms. AFAIK - Baranggay Police / Tanod are also not entitled to use firearms.
Meanwhile... security agencies are entitled to do so (but limited to .45 handguns and/or shotguns) within the establishment that they are guarding (in this case, the Ortigas Center) while in their proper uniform.
