Scammed by someone in Philippines

I sent my money, taking a big risk about a bumper I wanted to buy back in August of 2007, to:

Ray-Andrew Rodriguez
85 Malac St. Masambong SFDM
Quezon City 1115
Manila, Phillippines

I'm sorry I don't speak your language, but I wanted to see if anyone could help.

Edit: If this guy is actually a nice guy and wants to defend himself, please do.

Did you send your money through check/wire transfer/western union? If so, there's little you can do to recuperate your money, but if you want to do something, I suggest you tag up with other complainants and file a case.

Hmm, I also wonder why he's so hard to find as a lot of his "clients" (more like victims) have been to his shop/home, I believe.
