I think it's sad, actually. Some, if not most, of our enforcers are either holdovers from the metro aide group or are undergrads/HS grads from low-quality public schools.

In proper english, they're practically illiterate so how can one expect them to understand ANYTHING? Unfortunately, they're given power beyond their means of comprehension. Sad, really.
