    fire and ems volunteers on private cars are not exempted. except for their private marked vehicles like ambulance and firetrucks.

    pero honestly pahirap po samin kung walang siren at blinker when responding to emergency calls. kasi dito sa pinas hindi naman naiintindihan ng nakakarami ang pag-kakaiba ng volunteers at goverment. iisa ang tingin ng iba. ma-late parehas sa sunog or accident sinisisi pa rin kami ng taong bayan.

    People of the Philippines: bakit ang tagal niyo dumating?
    Volunteers: sorry po. kasi natraffic po kami papunta ng headquarters to get our rescue vehicle. bawal po kasi siren at blinker.
    (since volunteers are not always on their headquarters. most of us are Students and Professionals in life)

    i know other people will say, volunteers lang naman kayo hindi niyo kelangan magmadali. at sino ba nag sabi na rumesponde kayo?
    panigurado naman na kahit anong explanation namin sa mga taong ganon ang sasabihin eh they will not agree with us..

    kaya di ko masisisi kung may mga volunteers na gumagamit ng siren and blinker when responding to a call. im with them with that. pero kung gagamitin lang ng wala eh against ako dun.

    Thanks for clarifying. I have nothing against vounteers using them, coz pag family ko ang may emergency i would like them to be there asap. Pero sana naman wag masyado bastos mag drive when responding to emergencies.

    KUDOS to Mr. Pong-GEE.. Well Said.. Maybe dapat magbigay siguro ang LTO or DOTC ng registration din for the vehicles of our Fire Volunteers or Disaster Volunteer Responders para wala na talagang sitahan. We should give them courtesy siguro, its just a seconds lang naman, wag lang sila haras.

    As of now, marami na rin po ako nakikita at bumabalik nanaman ang mga Police Escorts/Hagad BUT natuto na sila gamitin ang power nila as Police Escorts and to Respect other Vehicle sa daan, sana pagpatuloy nalang po nila.

    So you mean fire/ems volunteers are allowed to have lights and sirens on their privately owned vehicles (P.O.V.) as long as they are marked? I too have nothing against the volunteers because i myself am registered nurse (no work pa hehe) but i had some trainings with red cross qc and they asked if anyone would want to be an EMT so i joined. now i'm training to be one and i would like to also volunteer because of the nice feeling of saving peoples lives and the action haha. I also agree on the misunderstanding people have for volunteers pag may emergency. di lang nila alam na mahirap din maging volunteer kasi you do it for the love of helping people and not for the money. Some also think na "bakit pa kelangan ng lights and sirens auto mo eh la ka naman tanke ng tubig para mapatay mo yung sunog?" or "san mo naman ilalagay yung biktima, di naman ambulansya dala mo?" Kaya kasi nagmamadali ang volunteers is either kelangan nila pumunta sa station to gear up tapos sakay sila sa fire truck or pupunta sila sa scene with important supplies na kelangan sa pag rescue. Ako personally and if pwede lang, gusto ko mag install kahit lights lang on my POV and mark it na din para makita lang ako pag emergency. Dapat ang volunteers may permit talaga for that eh. Of course, against din ako sa unlawful use ng lights and sirens. I hope people learn the facts first before blaming and stereotyping volunteers. wag sana one sided mag isip kasi minsan yung volunteers pa ang nauuna sa scene and have better equipment than the government. More power to you sir pong-gee and to all volunteers! peace!

    No sir. i clearly stated that only private marked vehicles like ambulance and firetrucks not P.O.V.

    okay lang sana sakin na may blinkers at siren kahit heavily tinted basta windows down ang lahat ng windows at kita mo na nag wawagayway ang kamay ng driver or passenger. halata naman din kung goons lang yun or emerency talaga.hehe

    Kanikanina lang sa QC circle merong convoy leaded by mobile patrol car na bigla nag merge na walang pakialam ang tutulin bigla preno yung PUJ muntik ng nabangga yung kasunod na kotse nag skid buti nalang keep distance ako kaya nakapag preno ako. Nakakasira ng araw.

    Muka mas lumala nung tinanggal wangwang kasi ganon parin sila kaangas tapos walang warning.

    Mas delikado nga kung walang warning o bigla nalang susulpot, kahit nakaka tuliliag ang wang wang sound, at least nagigising utak mo sa tunog. Maya-maya kasi ang mga eps ehh bigla nalang susulpot, PRENO ka, kung hindi bangga ka.

    DECLARING UNLAWFUL THE USE OR ATTACHMENT OF SIRENS, BELLS, HORNS, WHISTLES OR SIMILAR GADGETS THAT EMIT EXCEPTIONALLY LOUD OR STARTLING SOUNDS, INCLUDING DOMELIGHTS AND OTHER SIGNALLING OR FLASHING DEVICES ON MOTOR VEHICLES AND PROVIDING CERTAIN EXCEPTIONS THEREFOR

    WHEREAS, Presidential Proclamation No. 1081 envisioned, among other goals, the bringing about of a social order characterized by a high state of discipline and order among the citizenry;

    WHEREAS, much of the chaotic conditions from which our people have suffered and still continue to suffer are the direct result of indiscriminate and unregulated use of sirens, bells, horns, whistles and similar gadgets that emit exceptionally loud or startling sounds, including domelights and other similar signalling or flashing devices attached to motor vehicles and used on the highways;

    WHEREAS, it has been observed that such unregulated use of sirens, bells, horns, whistles or similar gadgets that emit exceptionally loud or startling sounds, including domelights and similar signalling or flashing devices actually impede and confuse traffic, are inconsistent with sound traffic discipline and control on the highways, and in effect constitute a major problem in the maintenance of peace and order;

    NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, pursuant to Proclamation No. 1081, dated September 21, 1972, and in my capacity as Commander-in-Chief of all the Armed Forces of the Philippines, do hereby order and decree:

    1. That it shall be unlawful for the owner or possessor of any motor vehicle to use or attach to his vehicle any siren, bell, horn, whistle, or other similar gadgets that produce exceptionally loud or startling sound, including domelights, blinkers and other similar signalling or flashing devices.

    2. The gadgets or devices mentioned above may be attached to and use only on motor vehicles designated for official use by the Armed Forces of the Philippines, National Bureau of Investigation, Land Transportation Commission, Police Departments, Fire Departments, and hospital ambulances.

    Any device or gadget installed or mounted on any motor vehicle or otherwise used in violation of this decree shall be subject to immediate confiscation and, in cases of a second and subsequent offenses, the offender shall be prosecuted for violation of this Decree before the military tribunal and, upon conviction thereof, shall suffer the penalty of imprisonment for six months and/or a fine of 600 pesos. In addition, the certificate of registration of the motor vehicle on which the unauthorized gadget or device herein mentioned is installed, mounted or used shall be cancelled or revoked.

    The Commissioner of Land Transportation shall draw and promulgate such rules and regulations necessary to give effect to this Decree.

    Done in the City of Manila, this 13th day of January, in the year of Our Lord, nineteen hundred and seventy-three.

    kung pulis nawangwangan mo wangwangan mo ulit mailang pa sayo yun.. with regards to panakot ang natatakot lang sa wang wang ay yung lumalabag ng batas.. like me i use my wang wang pag kupal ang jeepney at bus drivers na kahit saan nahinto..
