Depends. Many states treat these as ***ual harrassment with possible jail time, at least at work. On the streets, I'm not sure. I haven't witnessed any here personally.Wala bang ganyan sa States?
Many here wear shades even on a somewhat cloudy day (including myself). We don't want to be caught by the owner while checking out her rack....... Females too do stare at guys. I've *ahem* followed a few and caught them staring at some guy's butt.
A female wearing a skirt should be extra careful because of all these low-lifes carrying hidden cameras and taking pictures/videos of whatever's underneath the skirt.
Edit: Sometimes shades doesn't work for me because I can't keep a straight face when I see something I like.
