Man Nabbed Over Illegal Use of Protocol Plate
    By Abigail Kwok

    MANILA, Philippines

"Police have invited a man for questioning after his car was found bearing a "4" protocol license plate, which is for exclusive use of speakers of the House of Representatives, police said.

Members of the Highway Patrol Group flagged down Luis Lozano, an employee, who was onboard a Mazda 3 (XTN 820) at around 8:30 a.m. Tuesday along the Access Road, in the village of Merville, Sucat, Parañaque, said case investigator Senior Inspector Randy Hibaya.

But Lozano said: "I didn’t know its use is prohibited.”

Initial investigation showed the license plate was authentic and obtained by Lozano from the Land Transportation Office, Hibaya said.

House Speaker Prospero Nograles on February 18 lodged a complaint on the illegal use of the protocol license plate, citing two vehicles—Lozano’s Mazda 3 and a Toyota Vios (ZEK 970).

Lozano, when asked, claimed that he got the license plate from a certain Mr. Garcia, supposedly a friend of Nograles.

Police were validating reports that the Toyota Vios was also owned by the Lozanos, Hibaya said."

    Mmm...sya pa nga nakapansin.

As for the guy's alibi of ignorance of the law, mahirap gamitin iyan sa korte.

They should pay attention to the protocol plate "8"...there are lots of this vehicles sporting this particular plate...I bet almost all of them are just using this as an excuse for the coding scheme and just to ignore the traffic lights to get to their destinations earlier.

Sorry for this silly question...what happens to vehicles after a certain govt employee steps down from office? Will the plate be stripped of the car?

Govt' owned vehicles lang yan di ba..so lets say after 6 yrs..nagpalit ng kotse ang isang senator..ililipat lang ba ang plates?

By law, when a gov't employee retires or steps down, the protocol plate should be surrendered. But in practice, the gov't employee keeps the protocol plate and continues to use it and enjoy its perks.

He should surrender it and convert it to green plate. once my mom retires, our blue plate car will have to be converted to green plate plus we pay its taxes...
