bakit nag-iisue ng TVR for flat tires and unanticipated engine trouble? why is that a violation on the part of the driver/owner of the vehicle?

at kung bawal mag palit ng gulong sa daan (i assume this means even at the curbside lane), e anong gagawin ng mga naflatan ng gulong?
