Proper motoring etiquette when it is raining hard

What is the correct/proper motoring etiquette when it is raining hard?
Park lights on? Headlights on? Hazard lights on? All on?

I'm confused if I should turn my hazard lights on because other drivers might think that I am in an emergency or having troubles with my car even though I am not.

Some basics:

1. No hazards. Use your headlights.
2. Slow down and keep more distance from the vehicle in front (5 seconds instead of 3).
3. Slow down for puddles and be mindful to pedestrians and other vehicles.

tail lights are more than enough to see the car in front of you even in heavy rains, if you fail to see the car's tail lights in front of you you have poor eyesight, move to the side of the road (if you can) where its safe to stop and wait for the downpour to subside, this time you may turn on your hazzard lights to let other motorists that there's a car (in distress) on that side of the road...

I turn on my HIDs (stock) but since the light is daylight white, I also turn on my fog lights (para mas makita ng ibang tao, esp Pedestrians). I turn off my foglights at night though because I am sure it glares oncoming motorists.

I only go as fast as I can see but leave room for emergency braking/swerving. You'll never know what might surprise you.

Always do an emergency brake test. Go fast then brake abruptly. So you can drive accordingly and adapt to your tires' grip. That's why never scrimp on tires. Nakamura ka nga sa chinese fake tires, nabangga ka naman kasi nag-slide ka. I use Continental on my sedan and Bridgestone/dunlop on light truck. Check your tires specs and get the one with highest grip (traction) grade, also max velocity, temp, expiration.

Always, Always look around. Observe your surroundings, the street you're passing by on and other vehicles.

Please don't use hazard lights in a downpour. I used to be a stupid idiot who practices that before when I was a newbie.

I've never been glared by foglamps at night - they're so weak (basically glorified park lights) and mounted so low that they're pretty harmless.

Fog lamps that are designed to have a short and wide beam dispersal; thus properly aimed lamps with the proper bulbs are not really supposed to blind fellow motorists.

My foglamps is 50v while my headlight is 55v

Turn on your parklight and headlight. Do not maintain your speed before it started raining, reduce your speed right away. When Driving to puddles hold the steering wheel in the proper position and gently manuever the steering

Really the Foglamps is weak?
My foglamps is 50v while my headlight is 55v

headlights are cut and are designed so the beams are focused.
rear foglamps are dispersed.
so wattage is not a factor....
