    Nakuhanan ng CCTV habang nagwawala: Deputy chief ng Pasig Police, sibak sa puwesto

    MANILA, Philippines - Tuluyan nang sinibak sa kanyang puwesto ang deputy chief ng Pasig City Police dahil sa ginawa nitong pagwawala bitbit ang isang M-16 armalite makaraang sitahin ng mga security guard dahil sa maling pagparada ng sasakyan sa Ortigas Center, nitong nakaraang bisperas ng Bagong Taon.

    Ipinag-utos ni NCRPO chief, Director Nicanor Bartolome kay EPD director Chief Supt. Francisco Manalo ang pagtanggal sa puwesto kay Chief Insp. Oscar Magtibang makaraang mapanood ang video­ footage na kuha ng “closed circuit television (CCTV) camera” sa ginawang nitong pagwawala.

    Nabatid na pumarada umano ang nakasibilyan na si Magtibang sa isang gilid ng kalsada sa Ortigas Center kung saan sinita ito ng security guard sa naturang lugar dahil sa bawal mag-park doon. Dito umano nagalit ang pulis na tumawag ng back-up na tauhan at lumabas ng kotse bitbit ang armalite kung saan pinagmumura ang mga security guard.

    Pinadis-armahan na rin ni Bartolome ang naturang pulis at pansamantalang itinalaga sa EDP Holding Area habang isinasailalim sa imbestigasyon.

    Sinabi ni Bartolome na isasailalim sa proseso ng imbesti­gasyon si Magtibang kung saan kukunan din ito ng kanyang sa­­laysay upang mabatid naman ang depensa nito sa insi­dente. Dito umano ibabase ang parusang ipapataw sa opisyal na maaaring suspensyon, demosyon o posible ring tuluyang pagsibak sa serbisyo kung mapapatunayan ang bigat ng pagkakasala nito.

    i think what the NCRPO Chief did was to place the cop on preventive suspension. this is not the penalty yet. this is done to ensure that the cop who is the head of office himself won't influence anyone, a potential witness for that matter, and to ensure that pending investigation, he has no access to some documents vital to an impartial investigation.

    suspension as a penalty is different. it is only after investigation that he can be sanctioned. if exonerated, the salary that the cop failed to collect during preventive suspension will be paid in the concept of backwages. unlike in suspension as a penalty, there can be no compensation due him the whole time he is suspended.

    From my understanding (please correct me if I am wrong), he was accosted for being parked in a no-parking zone; he resisted, but did not initially brandish his firearm. He claimed he was on a mission. This scenario requires calling in the police to verify that there IS indeed a mission and that the recalcitrant individual IS a policeman.

    However, knowing how security guards are, they decided to play the hero and ganged up on him in which -- I am told -- there even was an altercation when the guards went after him, which caused him to bring out his long firearm and call up his SWAT friends.

    If he was already brandishing his weapon, then yes... the guards are in their rights to point their guns at him and even shoot him. But from what I know he was accosted presumably while he was not yet wielding his firearm.

    Nevertheless bro.,- being a police officer, he should not have brought out his firearm, as he is just being accosted for illegal parking.....
