The Magallanes interchange bridge is so narrow that doing it one lane at a time will have almost exactly the same effect as simply closing it off... while causing construction to take twice as long... just as what happened when they resurfaced the Buendia flyover on Sergio Osmena.

For how bad the traffic got back then, the flyover was practically useless.
