MANILA, Philippines -- Desperate times call for desperate measures.

Manila Mayor Alfredo Lim has told Manila policemen to go ahead and shoot five fugitive cops wanted for the unexplained disappearance of a P12-million ransom, if they resist arrest and fire back at arresting lawmen.

“Since [the MPD is] having a hard time locating the five police officers, I’m going to issue now a shoot-to-kill order. It’s a drastic move, but these people are armed. They did not surrender their firearms,” Lim said in a press conference at city hall on Monday morning. MPD is the Manila Police District.

“When arrested, their tendency will be toward armed resistance. We have instructed police officers searching for them to protect themselves,” Lim said.

Over the weekend, a police manhunt was launched for the MPD-Station 5 anti-crime unit members who have not been showing up for duty since Friday night following their walkout from an inquiry at the MPD headquarters in the afternoon. They were also not in their homes.

They were identified as Senior Inspector Peter Nerviza, Police Officer 3 Ernesto Peralta, Police Officer 3 Jefferson Britanico, Police Officer 3 Mike Ongpauco, and Police Officer 1 Rommel Ocampo.

The five cops investigated the kidnapping of Malaysian trader Eric Sim Chin Tong, abducted in Malabon on March 6, but released on March 7 after paying a P16.3 million ransom. After quickly arresting eight suspects, the five cops turned over to the police only P4.2 million of the recovered ransom, although the kidnapping suspects claimed the full amount was intact when confiscated.

The alleged missing ransom prompted Lim and the Philippine National Police and the National Capital Region Police Office heads to order the five police officers investigated.

Lim said Nerviza, in text messages to his former boss, MPD-Station 5 commander Superintendent Felipe Cazon Jr. over the weekend, seemed “hostile,” castigating Cazon for cooperating in the ongoing probe and manhunt against them.

Although still coordinating with MPD headquarters, Cazon was relieved from duty, having command responsibility over the actions of the fugitive cops, said the MPD director, Chief Superintendent Roberto Rongavilla, on Monday. Cazon will be replaced by Superintendent Frumencio Bernal, former commander of MPD Station 9.

Lim stressed he told the lawmen to shoot if the five men resisted arrest. He encouraged them to surrender to avoid getting harmed.

The mayor said people innocent of the charges would “demand an immediate investigation to clear their names. But they hid. It’s a very telling circumstantial evidence,” he said.

He said summary dismissal proceedings were already filed against the fugitives, and in time, so would criminal charges be, pending results of the inquiry.

Lim said they might be charged with qualified theft or estafa when caught.
