Local regulations only stipulate that you can add auxillary lamps at or below the level of the headlamps. Other than that it's a free for all.
But that doesn't mean you can be a total moron on the road.
There is also such a thing called courtesy.
Technically, you can replace your headlamps with almost anything as long as you use the proper equipment and do proper instillation procedures (e.g. correct aiming, correct housing type for bulb type used, etc.).
