In places like MOA, people just park into parking spaces meant for disabled persons. I saw before an L300 full of people (all with no disabilities) slotting right in there.

Ang tindi naman ng 6 na anak may PWD. How exactly does one quality for a visual disability? 2000 ang grado ng mata?

MANILA - The Quezon City government said Wednesday it is investigating the issuance of persons with disability (PWD) identification cards to 6 members of a well-off family.

The 6 allegedly acquired the PWD cards in 2018 without submitting any requirements, the city government said.

"The 6 were issued PWD ID cards despite not being qualified under Republic Act No. 10754 or An Act Expanding the Benefits and Privileges of Persons with Disability (PWD). Allegedly, they paid P2,000 each for the said cards," it added in a statement.

The city government has also identified the employee who issued the PWD cards.

“The person behind the issuance of the ID card will be given 72 hours to explain why he shouldn't be held administratively and criminally liable,” City Attorney Nino Casimiro said.

The employee could be charged for grave misconduct and dismissed from service, he added.

In the wake of the incident, Quezon City Mayor Joy Belmonte has ordered the suspension on the processing of PWD cards until Friday to craft new guidelines.

“We will use the 2 days to come up with the needed safeguards to ensure that only those deserving get the PWD cards,” she said in a statement.

“Our protocols will be revisited and needed controls will be placed so the system will not be abused by greedy and opportunistic individuals,” she added.

may mga tao na sobra-sobra ang kaya naman... gusto lang maka-lusot.
the feeling na na-iisahan mo ang iba, is very pleasurable to them.

government has a list of "allowed dis-abilities". some are even defined, to avoid confusion.

sobra sobra ang kaya na lang talaga afford magkaron ng 6 na anak (5 went to Ateneo, may nag medicine pa) I would like to know what "visual disability" is. Mali din ginawa nila na binigay yung 6 na card sa driver, the card holder should be present pag sa restaurant discount

the law takes no cognizance of the family's or person's financial status, for recognition of PWD status.
such status is granted on the basis of certain "disabilities".

some writers define visual disability as a person with 20/70 vision, even with corrective lenses.

"even with corrective lenses, the person has only 20/70 vision. he can see at 20 feet away with reasonable clarity, that which a person with perfect vision can see with the same clarity, from 70 feet away."
on the ordinary eye chart, that corresponds to about the third row of letters from above.

some authors define "legally blind" as a person who, even with corrective lenses, have 20/200 vision.
even with glasses, they have to go to as close as 20 feet, to see what a person with perfect vision can see from 200 away.

If that is the case 20/70 or 20/200 baka more than 50% of Filipino adults qualified for PWD

That is why I am asking what is the definition of visual disability

Qualified na din pala ako for PWD card kasi 120/100 ako
