The accessibility laws are a joke.
The ramps that the government makes, in many places, are blocked by posts and whatnot.
There are also very few pedestrian overpasses that are disabled-friendly. Yeah, you heard me right... there are actually pedestrian overpasses with wheelchair ramps... but I've only ever seen them in one place (Sucat Interchange).
The law for wheelchair access ramps is very poorly enforced. Many access ramps have the improper incline for wheelchair access. (Typically should be an inch rise for every foot of ramp, at the most)

RE: Braille on elevators. That's only on new elevators because they're sold that way. Notice that almost nobody except a few hospitals puts up braille signboards.
