Just file a complaint with the Office of the City Prosecutor for Damage to Property due to Reckless Imprudence against the driver. You can also go after the registered owner of the vehicle since he is subsidiarily liable for the damage caused by his employee. After the complaints have been filed, sila na ang lalapit sayo, especially the doctor. You can even go after his professional license with the PRC for trying to evade a just and valid obligation to you. File the complaints and nail his ass!
