How would you tackle this PNP+tricycle issue?

Almost 3 years na problema to ... the first year nilagyan na ng municipal ordinance against the tricycle drivers na naka park sa tapat ng bahay namin. After a few weeks nagtangka sirain ng mga drivers ang mga signs, but we managed to save a few and put it sa bakod namin.
After that walang tigil ang pagpapark at patuloy ang pagbuo ng illegal na terminal sa amin. They block the pedestrian lane, urinate besides the house, mura ng mura at sigaw ng sigaw, capable pa sila mag bigay ng threats gaya ng binigay nila sa Dad ko and all the PNP did was to give my Dad (a 77 year old senior citizen) a gun license, the culprit was never jailed and still parks in front of our house and the roads beside it.
A few things to note is that: may suporta sila ng PNP

- all our complaints nalalaman ng mga tricycle drivers
Now our problem:
- PNP knows we are the ones reporting. This is risky enough.
- The tricycle drivers nga ay may PNP support, ang enforcers na dapat magpatalsik sa kanila ay either 'binabayaran' or they simply allowed them illegally (illegal nga ba? pagbigay ng awa sa mga drivers para ilabag ang mun. ordinance?)
We have talked to our neighbors about this and they told me this seems to be a political issue. Saan daw imo-move ang terminal na to, wala daw sila mapuntahan ... but I say that is their problem. Para nga daw 'squatters' issue, kelangan may paglipatan, kelangan may 'compromise' para hindi magkagulo. But naisip ko naman kung nailipat nga sila lahat, pano na kaya kung may bago nanaman na kolorum ang lumipat ? same place?
What is your take on this? What is the best solution?
