in most parts of the world if it's a bicycle with WORKING PEDALS and it has an electric motor then registration isn't necessary. there's actually an LTO memo about this (exempting e-bicycles) from like 10yrs ago. so these electric 2 or 3-wheelers that bear absolutely no resemblance to bicycles are classified by LTO as "LEV" light electric vehicles that require registration, but unscrupulous sellers have misinformed the public about the registration requirement at the end of the day you still couldn't register them coz LTO wasn't set up to register these LEV's LTO morons still don't understand them, don't understand how they work, don't know how to classify them

it is so easy to modify the laws.
all it takes, is will power.

you won't need a license to drive one
Restriction 1 sa driver's license is necessary.

we don't even have to change any laws. like i said there's already an LTO memo about e-bicycles, LEVs

we simply need an LTO that FUNCTIONS they already have a working definition of an LEV light electric vehicle from like 10yrs ago well before these things became popular

so how are they gonna register all those LEVs now the requirements:

    - Commercial Invoice or Certificate of Registration from the country of origin
    - BOC Certificate of Payment
    - Certificate of Stock Reported (CSR)
    - Sales Invoice of MV with sales evaluation from the regional office
    - PNP-HPG MV Clearance Certification
    - Duly accomplished and approved Motor Vehicle Inspection Report (MVIR) issued by the MVIS accredited by the LTO
    - Appropriate insurance certificate of cover
    - Taxpayer’s Identification Number (TIN)

This has become a trend on these e-bikes. They are so slow and eating space on our very narrow streets.

This is when i stretch my upgraded car horn when i visited some areas in manila a couple of weeks ago. At least to remind them they are not that fast to be on the "fast" lane in the first place hehe
