    pag nadelay yung project because of that, sagot pa rin ba ng contractor? He should be made liable for penalties incurred.

    i say either the driver was drunk or as usual a victim of poor signage/safety standards by the government...

    There were signs (it is in the article). And the fact that the cement is wet, it means there are still workers around and even a back hoe was there (used to extract the vehicle later). I mean there are indications already why the vehicle should not enter.
