In this case, would engine braking work? at least to slow it down.

It's of limited help unless the driver was still able to shift to a lower gear and engaged the jake brake (if equipped).

Puro reconditioned Japanese surplus ang mga truck kasi dito. Tambakan lang ang `Pinas ng mga tinapon na ng ibang bansa. Sometimes, you can even read the former operator's decals in Japanese on the sides and back. Not only is the build quality bad, maintenance is minimal at best (basta't tumatakbo lang).

In other countries, they have structures called runaway truck ramps on highways for scenarios like this. Runaway truck ramp - Wikipedia

    Dito, asa ka pa.

^Most trucking companies can't afford (or won't allow themselves) to buy brand new trucks. At the most made in China brand new, like Dong Feng?

Driver competency or lack of is the main culprit, IMO.

There is no evidence that the truck in the video has any issues. The reason his brakes are smoking and has faded is because the driver has been evidently riding the brake pedal all the way downhill. This can happen to any vehicle, in fact, particularly those that are fully-laden.

In this particular case, the smoking brakes is the smoking gun.

Riding the brakes nga malamang. Happens to a lot of ignorant drivers driving down from Baguio City overheating their brakes because they don't downshift.
