This happened fairly recently so I guess it will take some time before we know what the outcome will be, liability-wise. As we all expect in our beloved country, where the legal process takes months to years.
I wonder if we can glean some extra info from the comments? If any of our Visayan speaking brethren here would be kind enough to interpret, that is.

I agree Doc, in that particular case, the driver is the victim.
But I wonder if he didn't also misjudge the situation, we can see from the video that he stepped on the brakes during the guy's first attempt to jump in front of them. Then when he drove over the man, they just kept on going for what seems more than a few meters. He figured all was well after that?
Again, just speculating. Spinning my wheels.

if the guy did not succeed using this big truck, he would have tried it with another truck.
clearly, some driver will eventually do him in.
not that the driver was a willing accomplice.

If the man is trying to commit suicide, do you think he will bother filling case against the truck driver? Let's say the CCTV footage is from local government, will they bother to look for the truck driver and file a case? Or even bother contacting the police? It seems the license plate can't be read on the video. They will have a hard time looking for it. Or even the police would bother with it if no one will follow it up.

What if the person died as a result of his injuries, still no case?
Even if there is no complainant, me thinks there is still a criminal case here. The mere fact that it seems the truck didn't stop to check what happened and kept on going is a case in itself (leaving the scene of an accident).
Do we just leave it at that, bahala na Diyos sa kanya?

Pretty sure di lang isang cctv ang nandyan sa area na yan. Police can request a copy for those privately owned cctv vids.
Kaya nga sana may part 2. Malay ba natin, baka tinabi lang nung truck driver yung sasakyan right after the footage was cut.
