There's a possibility that it's a one way road. And those vehicle in front don't know where to go. Ibang usapan na pag counterflow talaga.

I remember that happening at Macapagal blvd. That's a very wide road, 5 lanes each direction maybe. All those lane heading to are occupied all heading to Pacific Ave/Coastal road. And there is this one ambulance on the right side stuck because all the 5 lanes have counterflows.
