How about the "No Plate, No Travel" Policy even for new cars... is it still in effect?

    Whiskey-Tango-Foxtrot...?!!!!

anyway, hindi naman ako naganun sa makati. ganun na ba ka-ungas (no reference to our Ungas here ah) ang mga taga-mapsa ngayon?

as for that no-plate no-travel, labo yun, basta naman may OR na ng reg eh. in my case, i got the plate (and actual OR) 4 days after getting a xerox copy of the OR.

the country's goin' down the drain.

Yes. Nangyari na sa amin ito, I verified with LTO/MMDA and cunduction sticker is subject to number coding policy (VVRS).

yup. LGUs can enforce a different policy (e.g. wala silang window from 10am-3pm).

Antipolo is also declaring the "no plate, no travel" policy.

When you've waited all your life to have a car of your own, waiting just a few more days for the license plates certainly wouldn't hurt.
