If this is a widespread fantasy, I suppose it could be a sign of how close Philippines may be to vigilantism on a larger scale.

From what I know, bawal ang bullbar, specifically metal bullbars, and since we pride ourselves in being responsible drivers, we should avoid what is illegal.
Eh pano kung tao ang nabangga? Since its metal, for sure bali ang buto, (unlike fiberglass/plastic bumpers na nade-deform). Also, mas malaki ang damage to the other vehicle, which may result in severe injuries to the driver and passengers, during head-on collisions, . This is the rationale kung bakit ipinagbawal ang bullbars.

OT: Although there is an ongoing debate on this between off-roaders and safety nazis, bullbars are not illegal. ARB, TJM, ECB, Smartbar, and Road Armor among others are among the larger bullbar manufacturers in the world. Their bullbars comply with existing regulations in their country of manufacture including airbag compatibility and crashworthiness. Bullbars also provide a good place to mount winches, spotlamps, aerials, etc. These are not the same as those el cheapo bullbars made locally that don't do much except worsen vehicle damage during crashes.
