    I saw this scooter rider on Ayala Ave, Makati one morning. Jacket has the logo "Dept. of Public Safety". No helmet. I guess that sports cap is SNELL tested.

    naku ang daming ganyan lalo na yung mga "hagad"...mahigpit na ipanatutupad sa kanila ang pagsusuot nghelmet pero minsan may makikita ka pa ring pasaway...mga naturingang law enforcers tsk...

    ....pero mas maraming pasaway na civilian :P
