Just witnessed a MHE taxi cab with passenger run over a biker (riding a bicycle, not a motorbike).

I was on the opposite lane and we were on stop signal. A biker crossed, and suddenly, the green light went on. Since the biker was already 1/3 across the opposite lane, he tried to go for it, but the said taxi accelerated fast, hitting the biker and sending him down quickly. The taxi ran over the bicycle. Luckily, the biker dude was able to jump out from it, and easily got up. When the driver saw that he was able to get up, he went away quickly again, running over the bicycle the second time (rear wheel naman).

This happened along Sta. Mesa (Magsaysay Avenue corner Mangga Street), July 29, 2007 around 11:30PM.

May it be the biker's or the taxi driver's fault, the taxi driver should have given some concern for the biker, even if theoretically, the biker is to blame. I think it's very irresponsible of the taxi driver to just go away.

If that was on a pedestrian crossing, AFAIK the pedestrian always has the right of way, regardless of the light signal.

Pagka-alam ko oo. Basta non-powered yung sasakyan (or dismounted, kung naka-motor), pedestrian ka.

if you're crossing a pedestrian lane irregardless of whether you're in a bike or skateboard, or shoes, or bare feet > yes you're a pedestrian

I do not know about animal life (ask animal rightists) but preservation of human life is still everyone's top most consideration on public roads in 99% of all scenarios.

simpleng blast of horn ahead should have been enough to warn the cyclist and probably an officer nearby. karma lang ang katapat para sa taxi driver.

ang daming bycyclists sa road pag umaga, not counting yung may side carts na may dalang water tanks or gas tanks ba yun, that they take up space bec drivers drive as far away from them as possible. ang ginagawa ko usually if possible I slow down safely and warn them na bawal yung nanduon sila. well lahat naman ng mga manong eh somehow agreed and they stayed as close as possible to the curb.

technically yes. his personal property was damaged without an exchange of information with the perpetrator. the taxi driver may or may not be obligated to financially pay for the damages if he stopped and rendered assistance instead of escaping like a no good subterranean coward that he is.
