i have to admit that Fernando did a lot to improve traffic flow, even if this is marginally. his biggest stumbling block is indeed, the local mayors. on the other hand, local mayors are insisting they have the authority to issue traffic tickets because this is a big source of income for them at the expense of the motorists and the confusion that this could cause.

i doubt it very much if local governments will be as successful in moving traffic as well as Bayani. local governments have a lot of problems already.
