anyway, seryosli, to the best of my knowledge, there is no anti-necking law. the catch all provision covering this act is found in the revised penal code in Chapter Two (on OFFENSES AGAINST DECENCY AND GOOD CUSTOMS) specifically Article 200 on grave scandal that states:
"The penalties of arresto mayor and public censure shall be imposed upon any person who shall offend against decency or good customs by any highly scandalous conduct not expressly falling within any other article of this Code."
as you can see, the definition of what act offends decency and good customs is very broad and subject to interpretation even by the most idiotic of police officers
now, if the man and woman who were necking were married, but not to each other, then that is a different story, hehehehe
