This is absolutely correct! In cases like this, it is always ASSumed that the driver behind is at fault, even if he were stopped. Why? well firstly. again, it is ASSumed that NO DRIVER WILL MOVE HIS VEHICLE IN THE WRONG DIRECTION or IN REVERSE. Secondly, it is ASSumed that the driver behind will keep a good 2-3 meter or half a cars length clearance from the vehicle in front. And Lastly, it is ASSumed, in this case, that the driver behind had moved his vehicle before the guy in front, thence, ikaw ang naka-bangga at hindi inatrasan. Unless you have witnesses to contradict this.
This rule may be stupid but like everybody says..."The LAW IS THE LAW".
I'm not taking sides here, it's just the fact. We, as responsible drivers, should take actions to defer incidents and inconveniences like this, even if other WILL NOT. Next time, keep a good safe distance, escpecially if the vehicle in front has a limited vision.
