MANILA, Philippines - Iniutos na ng Office of the Ombudsman ang imbestigas-yon sa tatlong opisyal ng Department of Labor and Employment (DoLE) kaugnay sa reklamo ng isang tauhan ng National Bureau of Investigation (NBI) na siya’y tinutukan ng baril bunsod ng insidente sa trapiko sa Sampaloc, Maynila.

Ayon kay Assistant Ombudsman Aleu A. Amante, may nakitang sapat na basehan upang ipatupad ang preliminary investigation sa mga akusadong sina Ma. Anthonette Velasco-Allones, executive director, CESB; Ma. Joji Aragon, assistant secretary; at Eric Villasotes, administrative aide IV, pawang opisyal ng DoLE, kaugnay sa kasong paglabag sa Section 3 ng RA 3019 (Anti-Graft and Corrupt Practices Act); at paglabag sa Section 4 ng RA 6713 (for abuse of authority) na inihain ni Noel Bocaling, senior inspector ng NBI.

Sa salaysay ni Bocaling, noong Abril 5, 2010, binabagtas niya ang A.H. Lacson St., Sampaloc, Manila lulan ng Foton Van patungo sa PASG Container Yard sa Malabon City, nang isang Nissan Sentra na walang plaka ang biglang sumagi sa kanyang sasakyan kaya siya naitulak pakanan at halos masalpok niya ang isang taong tumatawid sa kalsada. Bunsod nito, sumalpok ang sasakyan ni Bocaling sa sidewalk na nagresulta sa pagkawasak nito.

Dahil dito, pinuntahan niya ang nasabing unmarked vehicle upang makilala kung sino ang nasa loob nito, ngunit naglabas ang driver ng isang Colt .45 caliber pistol. Nagtaka si Bocaling dahil may ipinatutupad na Comelec gun ban ng panahong iyon at kung bakit walang plaka ang nasabing sasakyan.

Upang makaiwas, sumakay si Bocaling sa kanyang sasak-yan, lumayo at pumuwesto sa likod ng isang Isuzu Crosswind upang makapag-cover sa posibleng pag-atake sa kanya, hindi batid na ang lulan ng nasabing sasakyan ang pinoprotektahan ng lalaking may armas na baril.

Pagkaraa’y nilapitan niya ang Nissan Sentra, nagpakilala at itinanong sa driver kung sino siya at kung siya ba ay may Comelec exemption sa dala niyang baril.

Nagpakilala aniya ang driver na siya si Sgt. Victorino ngunit natuklasan niyang si Eric Villasotes pala.

Dagdag pa ni Bocaling, binantaan pa siya ng posibleng mangyari sa kanya kapag nakarating ang insidente kay “Nes” na tumutukoy kay noo’y NBI Director Nestor Mantaring.

Pagkaraan ng insidente, natuklasan niyang si Villasotes ay administrative aid IV ngunit nagsilbing driver at bodyguard ng mga opisyal ng gobyerno at nagdadala ng armas.

Habang natuklasan din sa beripikasyon na sina Allones, Aragon, at ang driver nilang si Pablo Villasis, at maging si Villasotes ay hindi nag-apply ng gun ban exemption para sa election period.

Nagsampa na rin si Bocaling ng paglabag sa Comelec gun ban laban kay Villasotes sa piskalya ng Maynila.

'NBI agent' threatens 2 government executives in traffic row

MANILA, Philippines – A man who claimed to be a National Bureau of Investigation (NBI) agent threatened two high-ranking government officials yesterday following a traffic dispute that occurred as the officials were on their way to Malacañang Palace.

Lawyer Ma. Anthonette Allones, executive director of the Career Executive Service Board (CESB), was in a private vehicle with Palace Undersecretary Jojie Aragon. She said they were cruising along A.H. Lacson Street in Manila turning left on Dapitan street when they were cut off by a light-colored Foton vehicle (NIA-114) at around 11:30 a.m.

A man who identified himself as an NBI agent brandished a handgun and threatened Allones and her driver, saying they “cut” him. Allones was on her way to an event she was supposed to preside over with President Arroyo.

“Sino ka ba? Kilala nyo ba ako? Taga NBI ako! Imbestigador ako! (Who are you? Do you know who I am? I’m with the NBI. I’m an investigator),” the man shouted at her.

She said she saw the man’s identification card with the surname “Bocaling” printed on it and another ID card with the markings of the Philippine Drug Enforcement Agency.

Allones said the man also threatened her driver and asked if he had a gun.

She said the man appeared to be drunk or high on drugs.

She said she courteously identified herself as a “fellow government employee” but the man continued to rant and pounced on Aragon and asked her who she was. Aragon apologized for whatever inconvenience they may have caused and the man threatened to “teach (them) a lesson.” Allones said they were so frightened they were not able to eat lunch.


A check with the Land Transportation Office showed that the Foton vehicle was registered to a certain “Zenaida Bocaling,” she said, adding that what the man did could be considered grave threats under the Revised Penal Code.

“I will write to NBI Director (Nestor) Mantaring so that he can immediately act on the matter,” she told The STAR.

The CESB is the governing body of the Career Executive Service and is mandated to promulgate rules standards and procedures on the selection, classification, compensation and career development of members of the CES.

The CESB is composed of eight members serving with a fixed term of six years.

Allones did not say whether she raised the matter with Mrs. Arroyo.

Binigyan ng credance ng Ombudman yung sumbong ni NBI agent. Si NBI agent nag-file ng kaso, yung tatlong DOLE officials hinabol lang yung trial by publicity...

1. Di naman niya pwedeng arestuhin ang convoy at malacanang executives, alam naman natin kung gaano ka-siga sa daan ang mga ito noong pwede pa ang wangwang, tapos nbi lang siya e pader ang binangga niya

2. CESB ang nakabangga ng nbi na ito, so wala siyang kalaban laban dahil may nabasa ako na nakapa-maimpluwensiya ng pwesto na ito sa gobyerno, diba nga pinatatanggal pa nga nila si Atty Acosta ng Office of the Public Attorney na di naman natuloy

3. Malabo namang extortion ang habol dito, kasi siya na nga ang binantaang tatangalin sa serbisyo at na-"trial by publicity" na nga siya diba doon sa mga naunang wrtings sa kanya ni tulfo, mukhang its the other way around at baka gusto lang niyang makaganti dahil narining ko sa radyo na si nbi ang unang nagsampa ng kaso at si DOLE execs ay nagpa-media
