Happened to me once.
Trailing arms and leafspring of this 70's Fiera popped off hurling the rear axle of the vehicle infront of us on the road. Good thing the rear joints of the leafspring held, otherwise the rear wheels would have met with the car.
yung sa akin nga 2 months pa lang fortuner ko naka park inatrasan ng bulok na pickup sabi nung driver sorry mahina brake ko, laglag yung bumber niya buti na lang sa stepboard tumama slice lang maliit rubber at buti di pinto tinamaan...sabi niya paano yan ang sabi ko umalis ka na wala ka namang ibabayad baka ni insurance wala ka.
if the car is properly maintained and updated, passes emissions tests, then afaik they can still run. going back to the topic, dilapidated cars, as common sense dictates, should be off the roads, danger to everyone kasi.
the "20 year old" ruling is just a part of the solution, not the end-it-all solution.
Our 1946 car is in way better condition than most cars on the road today. Nasa maintenance lang iyan.
Dapat siguro adopt na lang natin Aussie standards. Yun na kasi ang pinakamadali i-adopt. Sa U.S. State-dependent ang standards. Some have inspections, others have none. Ayoko namang maging UK/Japan tayo na planned obsolesence ang mga sasakyan unless you shell out the big bucks.
Killing off 20+ year old cars is not the solution esp. considering my daily driver now is a fully restored 1977 model and it is in better condtion than cars half its age.

Depende talaga sa condition ng sasakyan, meron pa akong nakikitang lumang sasakyan na alagang alaga pa. Ang dapat i-ban ay yung deemed not roadworthy na kahit na anong model pa siya.
Didn't they pass the "rolling coffin" law a long time ago? Someone needs to go back and look at that...

The reason dilapidated vehicles will always be there is because no politician is crazy enough to pass legistlation that is very anti-poor. We all know kailangan ito gawin kaso na lang anti-poor ang dating niya.
Not to mention a lot of old schoolers will either be offended or join the protest rally even if their ride have been invited to join the junk yard.

Dapat lang na kontra yan sa lahat ng taong mahihirap -- yung mga mahirap pagsabihan, mahirap turuan, mahirap umintindi.
Mga gusto pang masaktan eh, bago nila makuha yung punto ng batas.

I've heard of some countries where in they levy a higher car registration fee every year as the car gets older. Everyone wins, govt gets more revenue, old schoolers keep their rides (so long as these rides are in proper working order meaning they're not a road hazzard or nusance) and it encourages people to buy new cars that are safer, fuel efficient & environmentally friendly.
Tens of thousands of Filipinos die directly and indirectly from dilapidated cars. It is just that no one cares enough to do anything about it.
We all have the laws but none of them are strictly implemented.
One best example is during registration or renewal, pansinin nyo dun sa MVIR (yung form na pinifill-up). There's a portion there (Operation/Safety Test and Identification/Inspection) wherein the inspector will have to check everything like kung oks lahat ng lights, tires, and mind you, andun lahat about safety.
This is simply ignored if not totally forgotten. Kung susundin lang ito, malamang walang nai-register na bulok na sasakyan or yung mga hindi roadworthy. IMO, it doesn't matter what year, be it 10 or 20 years before i-phaseout, but then again, it's the safety that really matters. Basta roadworthy pede pa yan kahit na ba 40 years na. My point is we should have responsibility in maintaining our own vehicles not just for ourselves but for the sake of others.
