The 1600 class cars seem to fit this well (you might have to add a little over the 400K budget though):
- '99-'00 Civic Vti
- '99-'00 Corolla
- '00 Sentra Exalta STA
IMO, the newer the car, the better. If you need to stay below 400K, the 1300 cars like the Corolla LE, City, and Sentra EX are also another option
how about 00-01 lynx ghia? would this be a good choice compared to civic / lancer?

You and I have the same predicament. Since my company cannot afford to give me a new car, they just told me to select one within the budget provided (mga 350K). I scouted around and was able to find a couple of well-maintained 99-00 Lancers, and 98 EK Civic Lxi's. Maybe you and I can exchange info since I need to get the car soon before my eligibility expires.

In a '98-'00 model year, I'd recommend a Civic VTi. Overall, I prefer the AE101 Corola ('93-'97), and the AE111('97-'01) didn't seem any better.

my previous car is the corolla AE101, was considering the AE 111 but it looks a little too cramped inside.
