THE PHILIPPINE National Police on Wednesday advised motorists to report abuses at checkpoints that were set up in Metro Manila to ensure the implementation of President Gloria Macapagal-Arroyo's order banning civilians from carrying firearms outside their homes.

PNP spokesman Superintendent Leopoldo Bataoil said motorists could text their complaints to 2920. He cited that drivers could resist inspection at checkpoints if policemen went beyond "plain view" inspections without basis.

This meant law enforcers could only look through windshields and windows and would not require drivers to step down unless they had "reason to believe" that there were firearms inside the vehicles, Bataoil said.

"They (motorists) can refuse if they think police don't have reason to believe they are carrying guns," Bataoil said over radio dzBB.

He said motorists would also be required to get off their vehicles "if there is an alarm or hot pursuit operation".

Policemen should be in proper uniform with marked vehicles in checkpoints that were setup in well-lit areas, Bataoil said. "The PNP has received orders to set up checkpoints in strategic places and inspect public places such as amusement centers and beerhouses," he said.

The President ordered the gun ban as part of her campaign against crime. But her latest move has drawn flak from legitimate gun owners who threatened to bring the case to the Supreme Court.

PNP Chief Hermogenes Ebdane Jr. first ordered a 15-day suspension on the issuance of gun licenses and permits to carry firearms amid public furor over the killing of a law graduate in a road traffic dispute.

If anything happens to your car ano gagawin nila? Will they pay you for the repairs? Malamang gagawin lang yang carnapping scheme ng mga iba dyan.
