    Looks like they turned the car body around and added a steering column (much like those in go karts) to the rear (smaller wheels)...

    The car seems pretty common in their area, they passed a couple on the video. Looks like they put an entire front wheel/axle/steering set. Both ends can steer.

    Reminds me of the old Mazdas with 4 wheel steering, featured in some magazine.
