They're arranged in a sequential format, with a smaller turbo providing boost (and reducing lag) at lower RPMs, in turn feeding the bigger turbo. At speed, an actuator allows exhaust gases to bypass the small fixed geometry turbo, allowing the bigger variable vane turbo to take over and do the heavy lifting at high RPM."
