    Depends on the specifics.

    A long-stroke engine doesn't like high-rpms much... a stroker kit isn't about giving you a long stroke, it's about lowering your compression for the purpose of turboing the car.

    De-stroking an engine isn't all there is to raising the rpm... you have to port the head for better flow, reinforce the valvetrain, and ensure that the pistons and rods (as well as the crank, if the stock crank is weak) will survive high-rpm usage.

    Generally, if you're going for a big naturally aspirated build, you're looking at de-stroking the engine to get as many revs as possible. If you're going for a turbo build, a stroker kit is a way of bomb-proofing the engine (up to a point.)
