before you embark or go deeper into the jungle on a wild goose chase, make sure that your ammeter is not miscalilbrated, broken or is not properly connected. try measuring the current with a more precise instrument, perhaps a digital multimeter with inductive pickup or a clamp on inductive ammeter. the generic ammeters like rox, lucas, autometer and other brands gets stuck or sluggish over time. heat, sunlight and age makes the movement of the needle difficult. if the ammeter is connected next to a magnet, the magnetic field interferes with the true indication of current. verify the current with another known good working ammeter first.

the picture the TS sent is that of 2D1 sealed beam headlight with an average of 2.5 amps each at high beam. different versions may vary slightly between incandescent and halogen type but the stable average amperage is less than 3 amps.

So the wattage is around 35 per sealed beam, I don't think changing the headlamp will fix your problem.
