siguradong walang kuryente? baka pundido lang ang bumbilya?
if bulb is ok, check the contacts and connections. check also the fuse, po.

the way i understand it, the vehicle in question is perhaps a motorcycle? there has to be problem with the fuse, the headlight, the switch, grounding or the conductors both the power side and the ground side. if you don't have the tools to do diagnosis, you can substitute with known good light bulb, or connecting an alternate graund wire, or if it does not respond, try connecting an alternate power supply wire
