as with any electrical malfunction, check the power source first, i.e.: check the fuse first as this is the sacrificial component that should go out if there was an overload or short circuit. with today's cars, chances are it uses an ATO fuse or a mini ATO fuse. these fuses have the fusible element exposed to moisture and vulnerable to galvanic corrosion. unlike the AGC fuse or glass cartridge fuse which is sealed air tight. once the fusible element is degenerated or reduced, the current carrying capacity decreases almost tantamount to an overload. with your light malfunction, check if there is power to one of the terminals of the light bulb receptacle first.
by the way, in automotive terms, it is called dome light and the area above your head is called headlliner. cars don't have ceilings
