It was spot-welded, looks like it.

i can see it now,

worker 1 : "hey, bud, it's almost lunchtime. i'll just spot-weld this, then have lunch, then properly weld it all round afterward."
worker 2 : "ok, bud."

worker 1 never came back to finish the job.
then worker 3 came along : "now, who left this here? it should have been brought to the pile of 'finished welds' over there. i'll bring it there myself."
