We have a fleet of trucks (closed van) that hauls our products from our factory to different locations in Luzon. We recently found out through anonymous tips na may mga driver / employees kami na nag kukutsaba para pasobrahan yung ikinakarga sa trak, and then dispose of the excess before they reach the set destination. May mga naka abang na buyers kapag ibinababa nila in the middle of the night, on a dark area.

We already installed GPS systems with sensors to let us know when and where and for how long the doors were opened. But the location that the GPS system points to needs to be specifically identified by a different team (para malaman kung saan banda yung lugar na yun... gas station ba.. o sa gitna ng bundok along the highway, etc.. )... and besides, when queried, laging may palusot ang driver... we thought of tailing the trucks (mag contract ng security agency - w/ vehicle para sundan yung trak from the origin upto the destination and note all the activities) but masyado costly ito...

To prevent this, we are thinking of using seals.. almost the same type used in shipping.. sa mga containers... the seal has a number so ang kailangan lang ay yung seal ay bubuksan at the destination, with the seal intact and same seal number... so aside from the padlocks (which may susi yung driver) we will be putting a seal on the locks para makita kung tampered...

However, ang issue raised by the logistics team was papano kung napadaan sa checkpoint and those manning the checkpoint insist to open the door / van? We think that the drivers are using these "checkpoints" as an excuse ... pinalalabas nila sa mga expense reports nila na nagbibigay sila sa mga checkpoints na ito dahil kung hindi ay hahanapan talaga sila ng dahilan para ma-tow or ma tiketan or ma delay ang byahe nila... we also suspect them of overdeclaring the amount na binibigay nila sa mga checkpoints... the difference they pocket or share among the staff na kasama sa byahe...

I've tried going on to our other warehouses / destinations at talagang may mga "checkpoints" sa kalsada... May legal basis ba to resist without attracting further scrutiny? How does the other truckers / forwarders handle these kinds of incidents?
