From the looks of things, Open Access might start middle of 2006. So, that means aggregators will come in only by 2008. However, the first set of aggregators by 2008 have to be able to get a minimum aggregated demand of 750KW to be considered aggregators.
bro - until full open access is granted (starting with 1Mw), it will be all phased in until eventually the minimum Kwh consumption is down to the household level. however, here is a tip. without being an aggregator, one can already start acting like one but of course either in sub-metering (which is done by villages and public markets now anyway) or in coordination with the utility in your franchise area. this gives you a good idea of how to go about the business as a test phaseOriginally Posted by vicoyski
