bro - until full open access is granted (starting with 1Mw), it will be all phased in until eventually the minimum Kwh consumption is down to the household level. however, here is a tip. without being an aggregator, one can already start acting like one but of course either in sub-metering (which is done by villages and public markets now anyway) or in coordination with the utility in your franchise area. this gives you a good idea of how to go about the business as a test phase
