ATM Skimming may be lessened, but security experts are now warning about the emergence of a new class of scam aimed at draining ATM cash deposits via a novel and complex attack - THE ATM JACKPOTTING. The crooks are now in the Philippines.

2017 na! majority of the banks have failed to meet the deadline and the govt (BSP) seem not to care, what they want is that the bank to shoulder the cost of the fraud for being non EMV
gave THREE YEARS to comply but FAILED!
Bangko Sentral ng Pilipinas - Publications & Research
Any changes arising from the EMV implementation guidelines shall be incorporated in the EMV Migration Plan and all affected BSIs shall resubmit their updated plan to BSP within sixty (60) calendar days from date of the Circular. Finally, the BSP reiterates that all cards issued and card-accepting devices should be EMV-compliant by 1 January 2017.
The EMV Implementation Guidelines shall take effect fifteen (15) calendar days after publication of the appropriate Circular in the Official Gazette or a newspaper of general circulation in the Philippines.
what i have
only HSBC has been able to comply
metrobank, bpi, security bank (said three haven't send info on existing card holders if they will upgrade us)
bdo (lets see next week as i had my card replaced/upgraded/updated)
gcash/paymaya (they have EMV on new release cards, but they haven't send info on existing card holders if they will upgrade us)

thats why they were given three to four years to comply... yet still FAILED on the ATM/debit side, credit card (excluding prepaid) is 100% EMV compliant for PH
i made a research, BDO, security bank debit is EMV compliant on new accounts...
pending EMV is metrobank and bpi
seems like if you want the EMV is you will have to go to the bank and request by yourself, not unlike HSBC that sent us a mail saying my EMV is ready for pickup and my current non-EMV card will be deactivated on a specified date...

To be 100% compliant, cards being issued by a bank should be chip based already, and machines being provided by same bank should also capable of reading chip based cards. Now, can anyone tell me what bank is emv compliant?

security bank ph is the first local bank to strictly enforce EMV cards, they are doing the maintenance in preparation for the TOTAL REJECTION/NON-ACCEPTANCE of NON-EMV cards starting APRIL 30, 2017, so if you still have the non-EMV card, please get in touch with them to arrange the replacement...
when i mentioned 1st step... baka bpi and bdo will be the last step lol.
