I can only answer for Pajeros.

What you saw was not a 'Rear Foglamp' but the European version tail end.

You see, those combination lamps in the bumpers have both brake and signal lights. EU law requires SUVs to have both turn signal and brake lights viewable from most of 180degrees. This is not possible with the local version as you can not see the right turn signal from the left since it's blocked by the spare tire.

Real Rear fogs, such as mine (Bastard US version) are independent of the brakelamp system.

As to why the regular combination lamps are not working.... hmmmm Good question hehe. I guess theyre relegated to being rear fogs.

i think reverse lamp ang purpose nito kasi yun ibang reverse lights mahina. Pag umaatras ka hindi masyado visible. I'm planning to install 2 of these kasi hindi ko makita masyado pag umaatras ako pag gabi. Just my MO

The lights on the bumpers are their combination lamps. In addition to what PK has said, Aussie law also requires both combination lamps to be visible when the vehicle is viewed from the rear at a 45 degree angle. The spare tire restricts this view hence the relocation of the lamps on SUV's with external spares.

What is left on the body are dummy lenses which on some models contain the reverse lamps and the rear fog lamp (driver's side only).

Rear foglamps are usually separate from the taillamp cluster. On the Pajero, it is mounted where the original combination lamps were. It uses the same red lens but the bulb inside is brighter (same intensity as the brake lamp).
