Madaya yung ad picture. It was taken with a camera set to a sufficiently long exposure to show that seemingly continuous stream of light around the rim.

But in reality, they look more like the video below.

I don't think there's a specific rule or law disallowing it. As long as it doesn't compromise road safety then it should be fine. Its just like installing lights on your antenna.

Would I do it to my car? Never. I think it looks hideous.
