all the LTO will require, are:
1. copy of the current CR and OR. even xerox. even if name of previous owner. of course, the LTO will issue the new OR to the previous owner's name still, as you had not yet officially transfered the car to your name. strangely, they will not even ask who you are and why you are the one doing the registration. akala siguro, messenger ka ni owner.
2. emissions test. there's always one near the LTO. bring OR CR, and 450 bucks.
3. third party liability (TPL) insurance policy. if you do not know where, the insurance company's desk around the LTO is convenient. but they do cost around 300 pesos more (total of 1,100 bucks or so) than if you were to get it from the downtown office. bring your deed of sale and show it to the insurance, so that they may annotate the contract to include your name. kung hindi, baka si previous owner ang makinabang...
4. money. look at the amount on the previous OR. then add 100 pesos yata, for "change venue", if the LTO you go to, is not the LTO previously mentioned in the outgoing OR.
5. most important, bring the car. make sure it has the required pair of reflectorized triangles.
