After paying Auto Loan, Change of Ownership Process

Hi Guys!

Tanong ko lang po, kasi yung kotse ko ibibenta ko payout sa bank (under loan).

Dapat po ba gawin yung steps sa link below bago namin ma change ng ownership dun sa buyer?

Or pwede na po derecho? (Registry of Deeds > Karingal > LTO Office)

Followup lang po, kapag ibenta ko po yung kotse through assumption of mortgage (bank approves CI of the buyer), pwede din po ba na ichange ang owner ng kotse from me to the buyer? Meaning pangalan na nung nag assume yung nasa OR / CR. Thanks!
